About

Kevin is a senior planning lawyer with a strong reputation in promoting major infrastructure projects requiring Development Consent, Transport and Works Act or Compulsory Purchase Orders. He also advises on all aspects of contentious and non-contentious planning matters with particular expertise in regeneration, housing and mixed-use projects.   

Kevin has over 25 years’ experience and advises on nationally significant infrastructure schemes in the energy, transportation, waste and water sectors. He has advised on wind energy projects, both on and offshore, as well as on nuclear, solar, energy from waste and battery projects. He also advises on the connection and transmission of energy schemes.

Kevin also has a strong track record in advising on railway, rapid transit and road schemes as well as airport expansion schemes across the UK. He also advises on development projects requiring planning, highways and environmental law input including advising on Local Development Orders.

Kevin has authored publications with other consultant firms on improvements to the Development Consent Order system and on the formation and progress of Combined Authorities in the UK. He has been ranked as a leading lawyer by both Chambers and Partners and Legal 500 for many years and is a member of the Royal Town Planning Institute, the National Infrastructure Planning Association, the Compulsory Purchase Association and the UK Environmental Law Association.

Kevin is admitted to practise in England and Wales.

Experience

  • Advising a Statutory Undertaker on wind and solar renewable energy Development Consent Order project connections, substations and asset protection agreements.
  • Promoting a Development Consent Order for the Portishead to Bristol Rail line.
  • Advising on the implementation of the Hinkley PC Nuclear Power Station Development Consent Order.
  • Promoting three rapid transit Transport and Works Act Orders in and around Cambridge.
  • Advising on a 1 million sqm EV battery production facility in Somerset by securing a Compulsory Purchase Order for a link road and a Local Development Order for the facility.
  • Team member in promoting offshore wind generating schemes, including team supervisor for cable and substation installations.
  • Promoting the A47 Wansford to Sutton road improvement project Development Consent Order.
  • Advising  a regional airport on major expansion schemes.
